Texas Redistricting Triggers Major Democratic Runoff Upset as Rep. Al Green Loses to Rep. Christian Menefee; Trump-Endorsed Ken Paxton Claims GOP Senate Primary Victory

New York City, New York — Redistricting in Texas has produced significant shifts within the state’s congressional delegation, culminating in a Democratic runoff upset Tuesday in Houston’s heavily Democratic 18th Congressional District.

Rep. Christian Menefee defeated longtime incumbent Rep. Al Green, one of Congress’s most outspoken critics of President Donald J. Trump, in the intra-party contest triggered by newly drawn district lines.

The race went to a runoff after neither candidate secured a majority in the early-March primary, where Menefee received 46 percent of the vote and Green 44.2 percent. Under Texas law, a runoff is required when no candidate achieves more than 50 percent.

Green, who has filed multiple impeachment resolutions against Trump during both of his presidential terms and was removed from the House chamber several times for protesting during State of the Union addresses, attributed the closeness of the race in part to $1.5 million in spending by the cryptocurrency industry targeting his campaign.

Menefee, a former attorney, will now face Republican Ronald Whitfield in the November general election. Given the district’s strong Democratic leanings, Menefee enters the fall campaign as the clear favorite.
